Stakeholders

In consultation with stakeholders, TotalEnergies carried out studies for the implementation of a new liquefied natural gas import terminal in France. The port of Le Havre was selected because it had the best criteria for the success of the project: infrastructure of sufficient capacity, ability to accommodate the floating terminal and the LNG carriers that will supply it, recognized operational know-how, and proximity to the national gas transport network allowing a rapid connection of the terminal.

The installation, connection and operation of the floating LNG import terminal in Le Havre are divided between the following main players:

Close and regular cooperation between these actors will ensure the success of the project under satisfactory conditions of safety and security.

Project stakeholders attach great importance to sharing accurate and transparent information with all stakeholders involved in the project. As such, several meetings and consultations have taken place since mid-2022, including:
 

July 2022

Information meeting organized in Le Havre by the Prefect of Seine-Maritime in the presence of local elected officials, deputies, representatives of local associations, residents, security services;

September 2022

Presentation of the project to the ORMES (Office des Risques Majeur Estuaire Seine) and the Council of development of the port of Le Havre;

October 2022

public meeting organized in Le Havre by the Prefect of Seine-Maritime;

November 2022 

Public consultation by the Commission for Energy Regulation (CRE);

Public participation by electronic means relating to the construction and operation of the structure connecting the floating LNG terminal to the GRTgaz network;

December 2022

Presentation to the Monitoring Committee of the Port of Le Havre website;

February-March 2023

Public consultation by the Ministry of Energy Transition.

These meetings helped to clarify the characteristics of the project and its stakes. They were also an opportunity to answer certain questions from residents of the port of Le Havre.
